Site map required-elements checklist
CGP Part 7.2.4 requires the map to show specific features — discharge points, drainage patterns before and after major grading, control and washout locations, receiving waters within a mile downstream. The template supplies the full required-elements checklist and a revision log to work through against your own civil drawing; it does not supply a base drawing.
BMP selection guide
The CGP doesn't tell you which BMPs to use — you choose based on site conditions. The guide walks through erosion controls (mulching, blankets, etc.), sediment controls (silt fence, inlet protection, sediment basins), and stabilisation measures.
Compatible with state-delegated permits
Most states have their own CGPs (CA, TX, FL, etc.). The template is built to the EPA baseline; state variants are sold separately (see California SWPPP).

When is a SWPPP required?
Under the EPA Construction General Permit (and equivalent state-delegated permits), a SWPPP is required for any construction project disturbing 1 or more acres of land. Smaller projects (under 1 acre) that are part of a 'larger common plan of development or sale' that totals 1+ acre also need a SWPPP. The SWPPP must be developed and implemented BEFORE any earth-disturbing activity begins.
What's in a SWPPP?
2022 CGP Part 7.2 sets eleven required contents: all site operators; the stormwater team, with verification of its training and inspector qualifications; the nature of the construction activities, including the sequence, the maximum area disturbed at any one time and the pollutant-generating activity and pollutant inventory; the site map; the authorized non-stormwater discharges expected; the description, design and maintenance specifications and installation schedule for every stormwater control; inspection, maintenance and corrective action procedures; turbidity benchmark monitoring procedures where dewatering triggers them; endangered species, historic property and underground injection control documentation; the signed certification; and, once authorized, the NOI, the NeT acknowledgment letter and a copy of the permit. What are BMPs?
Best Management Practices — the controls used to prevent stormwater pollution. Three categories: erosion controls (preventing soil from leaving the site — mulching, blankets, vegetation); sediment controls (capturing soil that has already moved — silt fence, inlet protection, sediment basins); stabilisation measures (temporary and permanent ground cover). The template includes a BMP selection guide.
What's the difference between the EPA CGP and a state CGP?
Most US states have their own NPDES authority and issue their own Construction General Permits — California (SWRCB), Texas (TPDES), Florida (FDEP), New York (NYSDEC), etc. State CGPs are based on the EPA CGP but have state-specific requirements. The EPA CGP applies only where EPA is the NPDES permitting authority — Massachusetts and New Mexico (each except Indian country), New Hampshire, the District of Columbia, Puerto Rico and the Pacific territories, most Indian country, Lands of Exclusive Federal Jurisdiction, federal-facility work in Vermont, Delaware and Colorado, federal-operator work in Washington, and certain Oklahoma discharges outside state agency authority. CGP Appendix B is the controlling list and has been modified since the permit issued. Idaho is not on it — construction stormwater transferred to Idaho DEQ on 1 July 2021, so an Idaho site needs the IPDES construction general permit. Do I need to do inspections during construction?
Yes — the CGP requires regular inspections by a qualified inspector. The frequency depends on whether you're in a stabilised area or under active construction, and whether there's been a precipitation event.
