When this template is required
The CGP requires inspections on one of two schedules — at least once every 7 calendar days, or once every 14 calendar days plus within 24 hours of a storm event producing 0.25 inches or more of rain — with a higher frequency for discharges to impaired or high quality waters and reductions for stabilized, arid and frozen areas. Each inspection must be recorded in a written report completed within 24 hours and retained for at least 3 years after coverage ends. EPA's 2022 CGP expires at 11:59pm on February 16, 2027; operators under EPA's permit must re-check frequency, report content, inspector credential and retention against the permit that replaces it. Most projects accumulate 30-200 inspection records over the project lifecycle.

Frequently asked
How often does a SWPPP inspection need to happen?
Under the 2022 CGP Part 4.2, inspections are required at a minimum either: (1) once every 7 calendar days; OR (2) once every 14 calendar days plus within 24 hours of a storm event producing 0.25 inches or more of rain in a 24-hour period, or within 24 hours of a discharge caused by snowmelt from an event producing 3.25 inches or more of snow in a 24-hour period. Parts 4.3 and 4.4 increase that frequency for discharges to impaired and high quality waters and reduce it for stabilized, arid and frozen conditions. Site-specific state CGPs may differ — California, for example, has a more frequent inspection requirement for certain risk levels.
Who can do SWPPP inspections?
For any project receiving coverage on or after February 17, 2023, CGP Part 6.3 requires the person conducting inspections to have either completed the EPA construction inspection course developed for this permit and passed its exam, or to hold a current valid construction inspection certification or license from a program covering erosion and sediment control and pollution prevention principles and practices, proper installation and maintenance of those controls, and performance of inspections including proper completion of the required reports. Only projects that received coverage before February 17, 2023 may rely on the older 'knowledgeable person' standard. Some states add their own credential (California, for example, requires a QSP — Qualified SWPPP Practitioner). The pack includes the qualified inspector and signatory record.
What's the difference between this pack and the SWPPP template?
The SWPPP template (SWPPP-CGP, $295) is the project-level plan that's written once for the site. This inspection pack ($149) is the recurring per-inspection record that documents compliance over the project lifecycle. Most projects need both: one SWPPP plan AND many inspection records throughout the project.
How many inspections does the pack cover?
There is no fixed count. It is a reusable master set, not a fixed pad: the inspection report master is printed once per inspection and numbered in sequence, with the checklists behind it, so one purchase covers every inspection on the site. Most projects run 30-200 inspections, and the rainfall, corrective action, stabilization, dewatering and photo logs run alongside them for the life of the project.
The 2022 CGP expires in February 2027 — does that affect this pack?
Yes. EPA's 2022 Construction General Permit expires at 11:59pm on February 16, 2027. Operators covered by EPA's permit must obtain coverage under the permit that replaces it, and must re-check inspection frequency, inspection report content, inspector qualification and record retention against that successor permit before continuing to use these forms. Sites covered by a state-issued construction general permit run on that permit's own term and renewal dates.
Does this work for state CGPs (California, Texas, etc.)?
The forms are built to the EPA CGP baseline and the layout transfers to most state-delegated CGPs, but where a state permit differs it governs — states set their own inspection frequency, report content, inspector credential and retention, and some require their own form. California has additional QSP/QSD requirements and a more frequent inspection cadence — our SWPPP California template adds the CA-specific elements.
