SPCC Plan Template — Tier I + Tier II Self-Certification

When this template is required
Required for facilities with aggregate oil storage capacity >1,320 gallons (above-ground) or >42,000 gallons (underground) in any one location, where a discharge could reasonably be expected to reach navigable waters or adjoining shorelines. A qualified facility under 40 CFR 112.3(g) may self-certify. Tier I additionally requires no individual aboveground container over 5,000 US gallons; Tier II is the same qualification criteria without that container limit. A facility that is not qualified needs a plan certified by a licensed Professional Engineer.
Why this template
Tier I AND Tier II coverage
Most templates cover only one tier. This one walks through eligibility for both, with the worksheets to determine which tier applies to your facility. Tier I is simpler; Tier II accommodates higher storage with conditions.
Secondary containment sizing built in
40 CFR 112.8(c)(2) requires a secondary means of containment for the entire capacity of the largest single container, plus sufficient freeboard to contain precipitation. The rule sets no percentage; 110% is a common design convention. The worksheet calculates the required volume for each storage area.
Self-certified — no P.E. stamp required
Tier I and Tier II self-certified plans don't require a Professional Engineer stamp. The facility owner can self-certify, saving $5,000-$25,000 vs. P.E.-stamped plans. The template includes the self-certification language.
5-year review log included
40 CFR 112.5 requires technical review and amendment at least every 5 years. The log captures each review with date, changes considered, and rationale for amendments or no changes.

Who needs an SPCC Plan?
EPA 40 CFR 112.1 covers facilities meeting ALL three criteria: (1) Non-transportation-related; (2) Aggregate above-ground oil storage capacity >1,320 gallons (counting only containers ≥55 gal) OR underground oil storage >42,000 gallons; (3) Where a discharge could 'reasonably be expected to' reach navigable waters or adjoining shorelines. The discharge-reaches-water criterion is broad — most facilities with significant oil storage meet it.
What's a Tier I qualified facility?
Tier I (40 CFR 112.3(g)(1)): aggregate above-ground oil storage ≤10,000 gallons, no single container ≥5,000 gallons, AND no oil discharges to navigable waters in the past 3 years. Tier I facilities can use a simpler template (40 CFR 112 Appendix G) and self-certify the plan without a P.E. stamp.
What's a Tier II qualified facility?
Tier II (40 CFR 112.3(g)(2)): aggregate above-ground oil storage ≤10,000 gallons, no oil discharges in the past 3 years, but with a container ≥5,000 gallons OR otherwise not meeting Tier I criteria. Tier II facilities can self-certify the plan without a P.E. stamp, but use the full 40 CFR 112.7 plan format rather than the Tier I simplified format.
When do I need a P.E.-certified plan?
Facilities with aggregate above-ground storage >10,000 gallons, OR with any discharge to navigable waters in the past 3 years, OR not meeting other Tier I/Tier II criteria, need a Professional Engineer-certified plan per 40 CFR 112.3(d). The template is for Tier I/II self-certified plans; for P.E.-stamped plans, the template provides the framework but the P.E. must do the technical review and certification.
What's secondary containment?
40 CFR 112.7(c) requires general secondary containment sized for the most likely quantity discharged, and allows dikes, berms, retaining walls, sorbents and other listed systems. Sized containment for bulk storage is separate: 40 CFR 112.8(c)(2) requires containment for the entire capacity of the largest single container plus sufficient freeboard to contain precipitation. No percentage appears in part 112; 110% is a design convention, not the rule. The worksheet calculates the required volume for each area.
