When this template is required
Required where the contract incorporates EM 385-1-1 — Department of Defense construction, dismantling, demolition and removal work under FAR 52.236-13(c), and other federal contracts that adopt the manual by reference. The APP is a pre-mobilisation submittal and must be accepted in writing by the Government Designated Authority before work starts. An APP that is late, incomplete, or built to a superseded edition is a common cause of pre-mobilisation delay.

Who is the SSHO?
The Site Safety and Health Officer — the contractor's representative for all safety matters on the project, required on EM 385-1-1 work. EM 385-1-1 sets the qualification requirements (paragraph 01.A.17 in recent editions) and the contract safety specification, commonly UFGS 01 35 26, frequently raises them, so read the thresholds from the edition and specification your solicitation incorporates rather than carrying figures over from a previous project. The template's designation record captures them, with the resume, training certificates and credentials submitted alongside the plan.
Can I use this APP for non-federal work?
Yes, but it's overkill. The APP is built to federal requirements; non-federal projects typically use an SSSP, which is simpler. If your work is mixed (federal + commercial), the APP works for federal and the SSSP works for commercial. Some contractors use the APP everywhere to standardise; others use the SSSP and produce APPs only when needed.
Should I buy the APP and AHA Pack together?
For federal work, yes — the APP and AHAs are companion documents. The APP defines the overall safety framework; the AHAs implement it at the trade level. Most federal contractors need both. The combined cost ($395 + $999) is still significantly less than the time to build them from scratch.
