Why this template
AHERA — federal mandate for schools
EPA 40 CFR 763 (Asbestos Hazard Emergency Response Act) requires every local education agency — public school districts and non-profit private schools — to hold a written asbestos management plan, with 3-year reinspections, Designated Person, and parent/employee notification. The pack supplies the operations and maintenance program, the six-month periodic surveillance and three-year reinspection procedures, the designated-person and annual-notification procedures, and the record forms that sit around the AHERA management plan. It does not replace the building-specific management plan itself, which 40 CFR 763.93 requires to be developed by an accredited management planner from an accredited inspector's inspection of each building.
Lockdown and reunification
Active threat response (lockdown) and post-incident family reunification are essential school emergency capabilities. The plans address each.
Athletic + nurse BBP
School nurses and athletic trainers have BBP exposure (sports injuries, playground incidents, medication administration). BBP ECP covers school-specific scenarios.
Lab and custodial HazCom
Science labs (HS chemistry, physics) and custodial chemicals need HazCom. Pack covers both with school-appropriate training depth.

Is AHERA required for all schools?
Yes — EPA AHERA (40 CFR 763) applies to all public and most non-profit private K-12 schools. Requires written asbestos management plan, 3-year reinspections (originally 1989-1992 then every 3 years), Designated Person, parent/employee notification of plan availability, response actions for damaged ACM.
What's the lockdown plan?
Procedures for active threat response — securing classrooms, communication, accounting for students/staff, coordinating with law enforcement, post-incident response. Schools have moved from lockdown-only to multi-option responses (Run-Hide-Fight, ALICE). The pack covers the framework appropriate for the school's chosen approach.
Does OSHA apply to schools?
Federal OSHA covers the employees of private and independent K-12 schools. It does not cover the employees of a public school district: a district is a political subdivision of a State and is excluded from the definition of 'employer' by section 3(5) of the OSH Act, 29 U.S.C. 652(5), with 29 CFR 1975.5(e)(1) naming State, county and municipal public school boards among the entities outside it. A public district's employees are covered only where the state operates an OSHA-approved State Plan reaching state and local government employees — which every approved plan must do under section 18(c)(6), either as a plan covering private and public employers alike or as one of the public-employee-only plans. For a public district in a federal-OSHA state the OSHA content in this pack is adopted practice rather than enforceable duty, and state public-employee safety law, the education code, the health code and the fire code continue to apply. The AHERA duties at 40 CFR part 763 subpart E apply either way, because they rest on EPA's authority rather than OSHA's.
What about active shooter / Run-Hide-Fight?
Active shooter response is part of the EAP and Lockdown Plan. The pack supports multiple response models (lockdown-only, Run-Hide-Fight, ALICE) — each school district selects its approach and the plan documents it.
