BBP scoped to real blood exposure
Childcare staff have BBP exposure from blood — injury cleanup, bites that break the skin, a diaper containing visible blood, blood-soiled linen. Under 1910.1030(b), routine diapering, toileting and vomit or urine cleanup are not occupational exposure unless blood is visible; the ECP is scoped to what the standard actually reaches.

Is OSHA applicable to childcare?
Yes for private employers. Federal OSHA does not cover state or local government employees under 29 U.S.C. 652(5), so a center operated by a school district, municipality, county or public university is outside federal OSHA — in 22 State Plan states the state agency covers those employees instead, in seven others (Connecticut, Illinois, Maine, Massachusetts, New Jersey, New York and the Virgin Islands) a State Plan covers public employees only, and elsewhere the standards apply as recognized practice rather than as enforceable duties. State childcare licensing applies either way, and the pack records which regime applies before adoption. BBP is the most directly relevant standard: 1910.1030 applies to any employer whose employees have reasonably anticipated contact with blood or other potentially infectious materials — childcare has it from injury cleanup, bites that break the skin and diapers containing visible blood. HazCom applies to cleaning chemicals.
What about state childcare licensing?
State childcare licensing is the primary regulatory framework for childcare operations. State requirements vary significantly in detail. The pack covers the OSHA-mandated elements and the elements most state licensing programs require; specific state requirements (ratios, square footage, specific procedures) should be layered.
Does this include medication administration?
Yes — medication administration procedure addresses: parent authorization, secure storage, qualified administrator (state requirements vary), documentation. Specific medications (EpiPen, asthma inhaler, prescription medications) covered.
What about food allergies?
