How is this different from the generic fall protection plan?
The generic Fall Protection Plan covers the OSHA Subpart M baseline. The Construction variant adds trade-specific sections for residential roofing (STD 03-11-002), steel erection (1926.760 / Subpart R), scaffolding (Subpart L), and aerial work platforms (Subpart V). If you only work general construction with conventional FP, the generic plan is sufficient. If you work specific trades with their own OSHA standards, the construction variant covers them.

29 CFR 1926.502(d)(15) requires anchorages used for fall arrest to be designed by a Qualified Person to support 5,000 lb per worker or twice the maximum arresting force. Non-standard anchors (attached to structural members, fabricated on-site, etc.) require engineering analysis. The pack includes the form for documenting that analysis.
