Why is the office EAP different from the generic EAP?
The generic EAP is built to cover any workplace — manufacturing, warehousing, retail, office. The office variant strips out the manufacturing/warehouse content and adds office-specific scenarios: multi-tenant buildings, visitor accountability at reception, elevator and power outage response, and open-plan office evacuation patterns. It's shorter (12 pages vs. 16) and faster to deploy at SMBs without a dedicated safety team.
Does this work for a small business with under 11 employees?
Yes. OSHA only requires a written EAP for employers with 11+ employees, but smaller employers often still maintain a written plan for clarity, insurance, and BCDR purposes. This template is well-suited to small employers because it's specific to office hazards rather than trying to cover every possible workplace.
We're in a multi-tenant office building. How does this template handle that?
The template includes a multi-tenant coordination section where you document the building's life-safety plan, the building manager's contact, the building-wide evacuation procedure, and your tenant-specific procedures (which usually defer to the building plan for evacuation but cover accountability and emergency reporting internally).
Does this cover active shooter response?
Yes. The active-shooter addendum uses the standard Run-Hide-Fight protocol, with office-specific guidance: designated safer rooms, lockdown procedures for open-plan layouts, communication during the event, and post-event accountability and employee assistance.
What about coworking spaces?
Each tenant in a coworking space is technically a separate employer with its own EAP obligations under 1910.38. The template can serve as the per-tenant EAP, with cross-references to the coworking space operator's building-level emergency plan.
