WVPP Training Outline — SB 553 Annual Training Module
The annual employee training session required under SB 553 §6401.9(e). Editable training outline with facilitator notes, employee handouts, completion certificate, and quiz.
When this template is required
SB 553 §6401.9(e) requires annual employee training on the WVPP, plus training when the plan is first established and when new hazards are identified. Training must be in language and at literacy level appropriate to employees.
Why this template
Mandatory annual training, often forgotten
Employers focus on the WVPP plan and forget the annual training mandate. The fines for missed training are separate from fines for missed plan.
90-minute outline (fits a single training session)
Built to be delivered in a single 90-minute session — short enough to schedule, long enough to cover the required content.
Facilitator notes plus employee handout
The facilitator notes guide the presenter; the handout gives employees take-away reference material.
Quiz and certificate
Cal/OSHA may ask for evidence of training completion. The quiz validates comprehension; the certificate provides per-employee documentation.

Frequently asked
How often does WVPP training need to happen?
Per SB 553 §6401.9(e): (1) When the plan is first established; (2) Annually thereafter; (3) When new hazards or significant changes occur. Most employers schedule annual training plus new-hire training. The outline can be used for both.
What must the training cover?
Per §6401.9(e): (1) The WVPP itself — definitions, requirements, how to obtain a copy, how to participate; (2) How to report workplace violence incidents without fear of retaliation; (3) The Violent Incident Log; (4) Workplace violence hazards specific to the employees' jobs; (5) Emergency response procedures; (6) The four WPV types (Type 1-4). The training outline covers all six.
Who delivers the training?
There's no certified-trainer requirement under SB 553. The training can be delivered by anyone competent on the material — typically the safety coordinator, HR, or a supervisor. The facilitator notes provide the script and timing.
Can this be delivered virtually?
Yes. The training outline works for in-person, virtual (Zoom/Teams), or hybrid delivery. Sign-in sheets and completion certificates work for all delivery modes. For self-paced computer-based training, you may want to convert the outline to an LMS format — the outline is editable and adaptable.
Does this work for the WVPP Bundle?
Yes. The WVPP Plan ($295) and this Training Outline ($295) are sold separately. If you don't yet have the plan, the bundle is the better value.
